The RBQ Requirements

 

Building owners in Quebec are now required to engage engineers to perform assessments of their building façades and parking garages. In March 2013, new legislation was adopted by the Régie du bâtiment du Québec (RBQ) to ensure public safety. The legislation applies to the façades of buildings that are five (5) storeys or higher and multi-level parking garages. Obligations involve periodic safety assessments performed by experienced engineers, the production of reports, and record keeping.

Requirements

  • Keeping of a register on the building premises
  • Dangerous conditions verification report by an engineer or architect every 5 years within the anniversary of previous report
  • Reporting and correcting of any dangerous conditions
  • Keeping of a register on the building premises

  • Reporting and correcting of any dangerous conditions
  • Annual verification by owner (using  form provided by RBQ)

Deadlines for Building Owner to Get Report -

As of March 18, 2013

  • Over 45 years old: by March 18, 2015
  • Over 25 years old: by March 18, 2016
  • Over 15 years old: by March 18, 2017
  • Over 10 years old: by March 18, 2018
  • 12 to 18 months after construction: every 5 years
  • Over 1 but less than 5 years old: by March 18, 2014
  • Over 5 years old: by March 18, 2016
